I have the honour to acquaint your Lordships that I have received this day from the Colonial Treasurer official Notification of the result of Auditing the Public Accounts that is the final Accounts of the Colonial Treasurer including the receipts & payments of all Subordinate Officers of the Treasury and also of the force stationed in the Colony as stated to the Lords of the Treasury "with the "Accountant's Balance -
I venture to add that even this small surplus would not have arisen but for the irregular manner in which Warrants were drawn for the Public service under the contingent orders of the Govt Auditor in China which prevailed at the time in lieu of the C. Fremantle's Fees to the Treasury which must be in future that Warrants be drawn in the proper form to be further submitted to the Colonies.

The Commissary General's office stated he would decline to make payments of such Warrants as were issued contrary to the prescribed rules, it being impossible to keep proper Accounts when there was such an entire deviation from the prescribed Rules of the Treasury. Matthew Forster Esq., Merchant of high character, and standing securities to the Crown, lately stated that he considered my Accounts to be as complete as any he had ever seen.
I trust therefore that any unfavourable impression in the Secretary of State's Dept. for the Colonies, arising from the conditional resignation of my office in order that I might effect a reduction in useless expenditure & prevent large Contingent and other charges, may be removed.
